Memorandum of Understanding (MoU) vs. Accord

Kudos for getting people to do something with what amounts to a Pinky Promise. Marco Antonio Rubio is an American politician, lawyer, and diplomat serving since 2025 as the 72nd United States secretary of state. And he uses MOUs. I have Friction with the concept of MOUs. An MoU is not an Accord, and that distinction matters.
